Vientiane, October 8, 2026 – On the afternoon of the same day, at the Vietnam – Laos Investment Promotion Conference 2026, Vietnamese Minister of Finance Ngo Van Tuan presented the Outward Investment Registration Certificate for a coffee plantation and processing plant project in Savannakhet Province, Laos, with a total investment capital exceeding USD 29.2 million. The handover ceremony took place in the presence of Vietnamese Prime Minister Le Minh Hung and Lao Prime Minister Saleumxay Kommasith.

Minister of Finance Ngo Van Tuan presents the Outward Investment Registration Certificate to Mr. Nguyen Xuan Thang, CEO of HAGL Group, Vientiane Capital, October 8, 2026.
The project's investor is Savannakhet Investment Joint Stock Company, a partner collaborating with HAGL on several coffee development projects and contributing capital to Southern Laos High Technology Agricultural Co., Ltd—the direct implementing entity of the project. According to the Certificate, the project comprises two components: developing a raw material coffee cultivation zone covering 2,083 hectares in Nong District, Savannakhet Province; and constructing a coffee processing plant with a designed capacity of 9,470 tons per year. The entire project is scheduled to complete construction and become operational within approximately 30 months.
A High-Level Milestone in Vietnam–Laos Economic Cooperation
The conference was co-organized by the Ministry of Finance of Vietnam and the Lao Investment Promotion and Management Committee, gathering leaders of ministries, sectors, localities, along with numerous business and investor representatives from both nations. At the event, 17 documents—comprising investment certificates and project cooperation agreements—were presented in the presence of the two Prime Ministers. The coffee project in Savannakhet was presented alongside major projects from leading Vietnamese enterprises, including T&T Group's 495 MW Savan 2 wind power project with an estimated total investment of around USD 768 million; MB Bank Laos's capital adjustment worth USD 23.3 million; and a cooperation promotion agreement in tourism and aviation between Vietnam Airlines and the Lao Travel Agencies Association. The fact that the project was selected for certificate presentation at a prime ministerial-level event, alongside energy and financial projects worth hundreds of millions of dollars, demonstrates the high regard and recognition of both governments' regulatory bodies for HAGL's agricultural investment strategy in Laos.
Project Aligns with Priority Sectors Set by Both Governments
In his address at the conference, Prime Minister Le Minh Hung called for strengthening economic connectivity across key pillars, including institutions, transport infrastructure, logistics, energy, and digital transformation, while accelerating the implementation pace of ongoing projects.
Notably, the Prime Minister encouraged leading Vietnamese enterprises to invest in Laos across high-tech agriculture, mineral processing, renewable energy, logistics, banking and finance, and tourism. Prime Minister Saleumxay Kommasith concurred with these orientations and pledged to resolve bottlenecks for investors. Implemented under an integrated model from raw material areas to deep processing, the coffee project in Savannakhet is closely aligned with the priority sectors identified by the leaders of both governments.
Fostering Local Economic Development and Vietnam–Laos Cooperation
Laos is currently Vietnam's largest destination for outward investment, with over 300 projects and total registered capital exceeding USD 7 billion. In the first nine months of 2026 alone, 24 new projects were registered with a combined capital of USD 670 million—a 1.7-fold increase compared to the same period. Bilateral trade in 2025 reached nearly USD 3 billion, up 32.7%, marking an all-time high; both nations target raising trade turnover to USD 10 billion by 2030. Beyond production targets, the project is expected to generate jobs, stimulate related economic activities, and contribute to socioeconomic development in Nong District, Savannakhet Province.
This project also marks an important milestone in HAGL’s rollout of its large-scale agricultural strategy in the coffee sector, targeting 20,000 hectares of coffee across Vietnam, Laos, and Cambodia by 2028.
